I lean toward an in-app banner for something we're actively addressing, like a huge major mess up that has to be fixed Right Now. If it's going to hang out there for a million years then it doesn't really do much.

I've been delaying fixing my set up even though my hands are screaming but I didn't know that you can't actually fix it without surgery so that's horrifying to learn.
